In 2003, the St. John's Folk Arts Council established this special education subsidy in order to encourage and support the development of young folk artists in Newfoundland and Labrador. As funds permit, subsidies are awarded in aid of special training in folk music, dance and other recognized folk arts of Newfoundland and Labrador.

To be eligible, applicants must be 17 years of age or younger at the time they will be participating in the subsidized education. The training pursued must be of a unique or occasional nature (i.e. not a course of regular arts instruction) and may involve travel to a location away from the applicant's home community.
